NOTICE OF PUBLIC HEARING

Route Changes

Pocatello Regional Transit Announces the following changes in its Fixed Route Weekday and Saturday Schedules Effective November 8, 2008:

Due to low boardings and budgetary constraints the following Weekday Fixed-Route Changes are proposed per the effective date above:

Route “B” will make its last stop evenings at 6:23pm at Student Health–Monday thru Friday.

Due to low boardings and budgetary constraints the following Saturday routes or hours are proposed to be dropped or changed per the effective date above:

Route “A” Tripper will no longer be provided on Saturdays

Route “J4/E” will no longer be provided on Saturdays

Route “S” first stop begins at 10:23am at Student Health instead of the current 10:09am

Route “A” first stop begins at 10:30am at Student Union instead of the current 9:30am

Printed Schedules and Website Schedules will be adjusted accordingly.

Fee Changes:

Due to budgetary constraints the following Night and Saturday Premium Services Fees are proposed to be changed effective November 8, 2008 as well as the addition of a fee in a previous no-fare zone effective on the same date:

Weekday Premium Night Service Door-to-Door from 6:45pm through 1Opm– Oneway Premium fare increases from $2.50 to $4.00; Extra Needs Prepaid Cards increase from $50.00 to $80.00 per 20 rides.

Saturday Premium Door-to-Door Service 9:00am through 10am and 5:30pm through 6:30pm– One-way fare increases from $1.50 to $4.00.

J/4 Route when boarded off campus or when boarded on campus to leave the ISU campus will be raised from Free Fare to .25 cents per boarding.

Downtown Free Fare Zone is eliminated and the standard fixed-route fare is applied.

AN ORDINANCE OF THE CITY OF POCATELLO, A MUNICIPAL CORPORATION OF IDAHO, AMENDING ORDINANCE NO. 2819, THE APPROPRIATION ORDINANCE FOR THE FISCAL PERIOD OCTOBER 1, 2007, THROUGH SEPTEMBER 30, 2008, AND AMENDING ORDINANCE NO. 2840, A PREVIOUS AMENDMENT OF THE ORIGINAL APPROPRIATION ORDINANCE: PROVIDING FOR AN INCREASE IN EXPENDITURES IN THE GENERAL FUND, STREET FUND, RECREATION FUND, LIBRARY FUND, WATER FUND, UTILITY BILLING FUND, MEDICAL INSURANCE FUND, WATER DEBT SERVICE FUND, STREET SPECIAL PROJECTS FUND AND RETIREMENT PAYOUT FUND; WHICH INCREASES THE TOTAL FISCAL YEAR EXPENDITURES BY 81,578,497.00 PROVIDING THAT THE REVENUE TO PAY FOR SAID INCREASES SHALL BE DERIVED FROM TRANSFERS, GRANTS, SERVICE FEES, REIMBURSEMENTS AND WATER BOND PROCEEDS: PROVIDING THAT ALL OTHER PORTIONS OF APPROPRIATION ORDINANCE NO. 2819 AND AMENDMENT ORDINANCE NO. 2840 NOT HEREIN AMENDED SHALL REMAIN IN FULL FORCE AND EFFECT: PROVIDING THAT THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, APPROVAL, AND PUBLICATION ACCORDING TO LAW, THE RULE REQUIRING THAT AN ORDINANCE BE READ ON THREE SEPARATE OCCASIONS HAVING BEEN DISPENSED WITH.

WHEREAS, after the Fiscal Year 2008 Appropriations Ordinance was passed and approved, additional revenues, including grant funds, have been received which will require additional appropriations; and

WHEREAS, an amendment to the FY 2008 appropriations ordinance was previously approved; and

WHEREAS, a further amendment to the FY 2008 appropriation ordinance is required to reflect the increased revenue and expenditures for the above-mentioned purposes; and

WHEREAS, notice and hearing have been provided in accordance with Idaho Code 50-1002, 50-1003, and 50-1006; and

WHEREAS, the City Council has determined the approval of this further amendment to the FY 2008 appropriation ordinance to be fiscally sound and in the best interests of the citizens of the City of Pocatello:

NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF POCATELLO AS FOLLOWS:

Section 1: That the appropriations and the amount appropriated for the General Fund, Street Fund, Recreation Fund, library Fund, Water Fund, Utility Billing Fund, Medical Insurance Fund, Water Debt Service Fund, Street Special Projects Fund and Retirement Payout Fund and the resultant expenditures as set out in Section 1 of Ordinance No. 2819 and Section 1 of Ordinance No. 2840, be hereby amended to reflect increased expenditures to be derived from additional revenues and/or grant funds:

Notice of Public Hearing, City of Pocatello Amended FY2008 Budget

NOTICE OF PUBLIC HEARING
AMENDED BUDGET FOR FISCAL YEAR 2008
CITY OF POCATELLO

Notice is hereby given that the City Council for the City of Pocatello, Idaho, will hold a public hearing for consideration of a proposed amended budget tor the fiscal period October 1, 2007 to September 30, 2008; and an amended fiscal appropriation ordinance for said period, all pursuant to the provisions of Section 50-1002, 50-1003, 50-1006, Idaho Code, said hearing to be held at the Council Chambers at 911 North 7th Avenue, Pocatello, Idaho, at 6:00 p,m, Thursday, September 18, 2008. At said hearing, all interested persons may appear and show cause, if any they have, why said amended budget should not be adopted or why the fiscal appropriation ordinance as amended should not be approved in accordance therewith.

City Hall and the Council Chambers are accessible to persons with disabilities. Interpreters for persons with hearing impairments and/or taped information for persons with visual impairments can be provided upon three (3) days notice. For accessibility arrangements, please contact the Americans with Disabilities Coordinator at 234-6248.

Airport Commission Looks To Fill Vacancy

The Airport Commission has a vacancy open for immediate appointment.

This volunteer committee advises the Pocatello City Council on matters related to the airport, including leases and the master plan. Meetings are held the second Tuesday of each month at noon.

Interested persons living inside the Pocatello City Limits can obtain an application by contacting the mayor’s office at 234-6163. Applications for membership will be accepted until Aug. 18, 2008.
